411 <br /> D. Cash value of insurance policies — The eligibility worker <br /> must now count the cash value of all insurance policies <br /> as reserve. This necessitates the reading of all of a <br /> family's insurance policies and will require more time in <br /> most cases. <br /> E. Step parent rule— New rules require that income of step <br /> parents be counted to determine a family's eligibility for <br /> assistance. This is completely new, and as is the case with <br /> most of the Program changes, requires more staff time. <br /> In addtion to changes which have taken place, others are slated <br /> . to take affect this spring. One of these, the deletion of an income dis- <br /> regard in earned income cases, will probably result in the termination of <br /> a few cases, but the effect on the tatal caseload will be very small. Two <br /> other changes, monthly reporting and recoupment, will require extensive in- <br /> creases in worker time and effort per case. <br /> We have carefully considered the effects of AFDC Program changes on our <br /> caseloads and the need for personnel to administer the Program. We have also <br /> discussed the situation with Jean Rogers Income Maintenance Representative <br /> with the N. C. Division of Social Services. As previously stated, the current <br /> changes and other changes which will soon take effect in the AFDC Program , <br /> rather than reducing workloads are certain to increase them. The overall <br /> tone of Program direction now is to tighten eligibility in every waz Possible <br /> and in almost every case the methods used require more worker time and <br /> effort, not less. Because of this we can without reservation and with the <br /> agreement of our Income Maintenance Representative, strongly recommend that <br /> the AFDC position in question be continued permanently. <br /> IMPACT <br /> The cost of keeping this AFDC postion is already included in our budget, <br /> and when compared to the possible cost of failure to continue it, our opinion <br /> is that it is a reasonable and defendable expenditure. <br /> AFDC Program costs are shared by the Federal, State, and County govern- <br /> ments, with the Federal share being the larl7P41-_ <br />
