S 411 <br /> NEED <br /> This AFDC position was unfrozen earlier this year, but it was decided <br /> at that time to limit its duration through 12-31-81 at which time the im- <br /> pact on workloads of pending changes in the Program could be determined. <br /> These changes have now been applied to our AFDC caseload and while they <br /> . will result in considerable savings in Program costs, they have not resulted <br /> in reduced workloads for the AFDC unit and in fact, appear to have increased <br /> • <br /> workloads, Some of the changes and their effects are discussed below: <br /> 1. Number of cases <br /> Out of a caseload of about 500, only 37 cases were terminated <br /> due to Program changes. This is an insignificant number and <br /> still leaves our caseload above the recommended levels per wor- <br /> ker. <br /> 2. EXamples of changes requiring more worker time and effort per <br /> case: <br /> A. 1504 Rule - This requires the eligibility worker to compare <br /> the gross income of a household to an income limit which <br /> is 150% of the consolidated standard of need for the appro- <br /> priate family size. This rule is an additional worker func- <br /> tion and requires previously unnecessary activity such as <br /> verification of children's income and certain kinds of nor- <br /> mally excluded income. <br /> B. Limit on age of children- Eligible children must now be <br /> under age 18, unless they are in school and are expected <br /> to graduate before they reach age 19. Worker activity is <br /> necessary to remove children as they reach 18. In the case <br /> of children who will graduate before age 19 new contacts <br /> are necessary to get verification of anticipated graduation. <br /> C. Automobile Values... In the past, the value of one automobile <br /> per family was totally excluded in determining whether a <br /> family exceeded the reserve limit. New rules require that <br /> the eligibility worker count the equity value in excess of <br /> $1,500.00 for the family car. This is an added eligibility <br /> function and requires contact with officials to verify tax <br /> value. <br />
