Poi-pose: The Northern Fairview Redevelopment Plan(plan) guides all physical development in the Northern Fairview Target Area. Under North Carolina General Statues, the local governimi board must hold a public hearing before approving a redevelopment plan. In essence, approval of the plan will allow the County to acquire property in Northern Fairview. • - . /40ea.: In recent months the Board of Commissioners (Board) arid the Planning Boar . taken steps necessary to approve the Plan. They are: (1) Designation of a Redevelopr Commission (in lieu of designating a commission, the Board decided to exercise those p granted by law to county redevelopment commissions), 9-28-81. (2) , Planning Board certific. oforthern Fairview as a redevelopment area, 10-19-81. (3) Board directed the preparatiOn of a redevelopment plan, establish date (11-23-81) for this public hearing, 10-26-81. The successive steps are (4) Conduct the publiO hearing scheduled for 11-23-81. (5) After the public hearing the plan must be submitted to the Planning Beard for review and recommendations: (6) Thereafter the Board shall approve, amend or reject the plan. (7) Upon approval of the pl Board is authorized to acquire property by eminent domain. Impact; A positive impact will, be derived if the Boards execute all functions expeditiously. A Negative inpact will result should approval of the plan is delayed. Present the acquisition, clearance, relocation and street improvement processes are six months behind schedule, The timely implementation of these program components hinges on the timely approval of the plan.
