Under North Carolina General Statues, the local governimi <br /> board must hold a public hearing before approving a redevelopment plan. In essence, approval <br /> of the plan will allow the County to acquire property in Northern Fairview. <br /> • <br /> - . <br /> /40ea.: In recent months the Board of Commissioners (Board) arid the Planning Boar . <br /> taken steps necessary to approve the Plan. They are: (1) Designation of a Redevelopr <br /> Commission (in lieu of designating a commission, the Board decided to exercise those p <br /> granted by law to county redevelopment commissions), 9-28-81. (2) , Planning Board certific. <br /> oforthern Fairview as a redevelopment area, 10-19-81. (3) Board directed the preparatiOn <br /> of a redevelopment plan, establish date (11-23-81) for this public hearing, 10-26-81. The <br /> successive steps are (4) Conduct the publiO hearing scheduled for 11-23-81. (5) After the <br /> public hearing the plan must be submitted to the Planning Beard for review and recommendations: <br /> (6) Thereafter the Board shall approve, amend or reject the plan. (7) Upon approval of the pl <br /> Board is authorized to acquire property by eminent domain. <br /> Impact; A positive impact will, be derived if the Boards execute all functions <br /> expeditiously. <br /> A Negative inpact will result should approval of the plan is delayed. Present <br /> the acquisition, clearance, relocation and street improvement processes are six months behind <br /> schedule, The timely implementation of these program components hinges on the timely approval <br /> of the plan. <br /> RI-.- m71.1E-i01(s) : Since the redevelopment plan does not address any major <br /> modifications from the existing Comprehensive Community Development Application submitted to <br /> HUD in July 1980, this department recommends its expeditious approval by both boards. <br />
