Services: <br /> Subject: REVISED TITLE XX ALLOCATIONS BASED ON <br /> CONGRESSIONAL REDUCTIONS <br /> On August 13, 1981, Congress amended Public Law 97-35 in which Title XX of the Social <br /> Security Act was replaced with the Title XX - Social Services Block Grant Program. As <br /> amended, the grant authorized $2.4 billion for fiscal year 1982 (Federal) to be allocate, <br /> to each state and District of Columbia in the same proportion as that state's population <br /> is to the population of all states (minus allocation to entities outside the United Stat <br /> based on the Bureau of Census 1980 Decennial Census. <br /> In accordance with the federal reduction of Title XX Funds to this State, the Department <br /> of Human Resources and Division of Social Services must reduce the grantees of the funds <br /> accordingly. Based on the 20% across-the-board reduction plan, which was approved by till <br /> North Carolina Association of County Social Services Directors, the allocation of Title <br /> funds to yolir county (excluding day care) has been reduced for the remaining nine-months <br /> of the State fiscal Year (October 1, 1981 - June 30, 1982) . <br /> Effective October 1, 1981, your allocation will be reduced from $ 0 to <br /> (20% across-the-board reduction) . Below is a worksheet which presents he revision frOm t <br /> initial allocation to the revised 20% reduction. The Division will notify your office 01 <br /> other pertinent information regarding the Title XX Block Grant Program as soon as regulat <br /> and data become available.
