The County would then follow the <br /> State guidelines. This has been the practice in the past for <br /> Orange County in determining the amount of merit and date of <br /> implementation. <br /> Last week, the State approved a 5% cost of living increase <br /> across the board increase for all teachers and state employees, <br /> "to restore the group health insurance policy coverage to the level <br /> in existence prior to legislative reductions made in June, and <br /> to provide special salary adjustments for certain classes of state <br /> employees (including state employed public health nurses). The <br /> 5% salary increase was made effective beginning January 1, 1982, <br /> and thus equates to a 21/2% increase for the entire fiscal year." <br /> ' --- <br /> An issue during budget, was that the schools and state <br /> employees are provided for 100% merit based on pe,fnrmance. The <br /> standard for Orange County is 2/3rds of the employees are eligible <br /> for merit increases each year. <br /> Therefore, we would respectfully request your consideration <br /> to take this opportunity to consider upgrading our merit pool. <br /> Attached for your information is a survey conducted by the <br /> Personnel Department for comparable cost of living and merit <br /> information. <br /> Thank-you for your consideration in this matter. <br /> -- <br />
