79a <br /> ..'" <br /> 0 70 <br /> --- <br /> Report on the Orange County Road Naming Program <br /> Section 1: BACKGRCOND <br /> The Orange County Road Naming Program was initiated on March 6, 1979. <br /> It was designed to he an eightenn month program, running front March 1979 <br /> to Ailgust 1980. <br /> The purpose of the program is to irrprove access by emergency service <br /> and other vehicles within Orange County. According to County emergency <br /> service personnel, the existence of duplicate road mares and the absence <br /> of road. name signs presently cause a serious public safety hazard.. This <br /> program will involve the adoption of a single, unique flare for all public, <br /> state-maintained roads and eventually the assignnent of house numbers to all <br /> buildings located along them. When this program is completed, road rare <br /> signs will be installed at all state road intersections outside the Towns <br /> of Chapel Hill, Carrboro, Hillsborough and Mebane. <br /> Section 2: RELEVANT STATE LAWS <br /> N.C. General Statutes 153A-239 and 240 authorize Counties to officially <br /> name and rename public roads provided they do riot: <br /> (1) Change a name without the Board of Transportation's approval - — <br /> (2) Change the state road number assigned by the Board of Transportation <br /> (3) Give a road a nane that is deceptively similar to the name of any . <br /> otter public road in the vicinity. <br /> State law required that Counties do the folios 'ging prior;to adopting <br /> official road names: <br /> (1) Hold a public Hearing to rliqcuss the road mares <br /> (2) Place 3 notices at prominent places along each road to be <br /> officially named at least 10 days prior to the Public Hearing <br /> (3) Notify the local postmasters, the Board of Transportation and <br /> any City within five miles, of the official road manes after <br /> they are adopted. <br /> ALL PEIEVANT STATUTORY REQUIRE4ENTS PAVE BEEN COMM:JIM WITH BY THE ROAD <br /> NAMING ADVISORY CONNETTEE. <br /> Section 3: PRCCEDUIE <br /> The Road Nana Recommendations listed in Section 5 of this Report are <br /> the result of a long and thorough process. Procedural guidelines were <br /> adopted by the Board of Commissioners in August, 1979. <br /> The policies and procedures guiding the Orange County Road Naming Program <br /> require that the Program be conducted in the following way: <br /> Cont'd <br /> •;`, .4.7.
