All units of government need to seek ways to <br /> solve problems caused by this growth and find mutually satisfact- <br /> ory policies to wisely manage our resources for the benefit of <br /> all Orange County citizens. The Board of County Commissioners <br /> believes there are several broad goals that provide the framework <br /> for developing and implementing joint policies for managing" growth <br /> in these transition areas which particularly aFfect both County <br /> and Municipal governments. These goals should include, but not <br /> be limited to: <br /> l. . Provide for the orderly transition from urban to <br /> Lp 2 rural development around municipalitie.. - <br /> ,I•� 2.
