4405.92 <br /> 8 . THE POTENTIAL SPONSOR <br /> a. Rbguirements of Potential Sponsor <br /> (1) A public or private non-profit organization. <br /> (2) Selected by the community to seek RSVP sponsorship. <br /> (3) Has a charter which legally permits operation and adminis- <br /> tration of the proposed project. <br /> b. Other characteristics of a sponsoring organization include : <br /> (1) The capacity to effectively manage and operate community <br /> service programs. <br /> (2) Interest and participation in a broad range of community <br /> service programs, especially those related to older persons. <br /> (3) A good working relationship with other community service <br /> agencies and organizations. <br /> (4) Adequate financial support at the local level with the <br /> capacity to develop sources of non-Federal support. <br /> (5) A governing body or agency board which understands and <br /> endorses the nature and purpose of the project so as to <br /> assure: <br /> (a) Continuing assessment of the project' s success. <br /> (b) Funding support. <br /> (c) Allocation of staff time to the project. <br /> (d) Assistance from governing body members when needed. <br /> c. An applicant agency becomes a sponsor upon receipt and acceptance <br /> of a Notice of Grant Award (NGA) . The NGA officially signifies <br /> ACTION' s acceptance, approval and funding of an application. it <br /> must be accepted in writing by the sponsor. <br /> d. Requirements for Sponsorship of an RSVP Without Federal Funding <br /> Support <br /> The same requirements as those for Federally funded projects-5. <br /> pertain to potential sponsors desiring to affiliate ( or remain <br /> affiliated) with the program but who do not require (further) <br /> Federal financial assistance. A written agreement specifying <br /> the sponsor's provision of technical support and programmatic <br /> materials, formalizes the relationship. ACTION - furnished <br /> materials include such items as: <br /> (1) Recognition materials (ribbons, pins, certificates) <br /> (2) Pamphlets, brochures, posters <br /> (3) Other informational and public relations materials as availah <br />
