It was later ex- <br /> tended County-wide, and the County began to appropriate funds toward <br /> the matching local funds for the program. I believe that the Town <br /> of Carrboro has also been contributing. I think our financial records <br /> will show that the County has increased its contribution several years <br /> running. However, the Town of Chapel Hill has continued as the sponsoring <br /> agency for purposes of securing the Federal funds, and monitoring the <br /> program. <br /> In anticipation of questions twin our Board, we need to know what is expected <br /> of the sponsoring agency by both the Federal Government and by the Towns of <br /> Chapel Hill and Carrboro. During the recent budget sessions, I inquired <br /> of the RSVP representative what the contractual arrangement with the Federal <br /> Government requires. My understanding from her response is that the sponsoring <br /> agency is obligated to appropriate the matching funds. Heretofore those <br /> funds have been appropriated jointly by the three governing units, and perhaps-I- <br /> Hillsborough as well. Same Questions which came to mind are: <br /> 1--What is the total amount of local matching funds for the <br /> current fiscal year, and how much has each governmental unit <br /> appropriated? <br /> 2--Do these governmental units intend to continue contributing <br /> to the RSVP program? <br /> 3-—What is the percentage of local match to Federal dollars, and <br /> is there a minimum dollar.amount? <br />
