5 7! <br /> Paulette Pridgen-Pond, Clerk <br /> Page 2 <br /> September 8, 1981 <br /> addition of an outdoor lighting system for multi-purpose <br /> athletics/sports events at the existing ballfield/open- <br /> space area ($21,500) of Cedar Grove Elementary School to <br /> the County's CIP. <br /> that the County enter into either "transfer of properties" <br /> program with the County School Board, or a twenty-five (25) <br /> year, long-term, contractural agreement for utilization of <br /> existing, vacated structures and land at the Old Efland <br /> Elementary School. <br /> The Council strongly agrees that leisure pursuits can be provided on a more <br /> economical and accessible basis by utilizing lands and structures that have <br /> served their primary use, as opposed to out-right purchase/acquisition. <br /> Both parcels in recommendation represent strategic locations for out-reach <br /> operations. Permanent staffing is currently on-board and functioning on <br /> an adjunct basis in and around these areas. However, at present, lacks of <br /> management and coordination are very slight and fragmented for consistent <br /> delivery techniques. <br /> Considerations for additional funding to researched: <br /> present utilities arrangement - Cedar Grove <br /> utilities/window replacement - Efland <br /> addition of balifield lighting at Cedar Grove for CIP <br /> prioritization by Board of County Commissioners. <br /> The Council thanks the Clerk for her time and consideration. <br /> RWW/srs <br /> Copy to: Ron W.
