Each committee will receive an orientation to its task and will <br /> be asked to discuss and prioritize community needs in their area <br /> of concern, based on the report prepared for them, other data <br /> they may choose to collect, and committee discussion. <br /> 3. Each group will then discuss service gaps or duplication based <br /> on the services report prepared for them. <br /> 4. Next each group will prepare a report detailing their view of <br /> priority needs in view of the services picture as they have <br /> analyzed it. The HSAC will develop a common format for these <br /> reports. <br /> 5. Representative(s) from all the committees will meet to develop <br /> an integrated set of recommendations that covers all of the age <br /> groups to add to the subcommittee reports. <br /> 6. The total report will be disseminated to the HSAC and to the <br /> general public for their continuing use. <br /> 7. The report will be updated on a regular basis. <br /> Project Management and Implementation <br /> The Orange County HSAC proposes that a steering committee be established to <br /> oversee the Needs Assessment and to make decisions as to allocation of program <br /> budget. This steering committee would include three HSAC members, including the <br /> chairperson of the HSAC Needs Assessment Committee, the County Finance Director and <br /> the Assistant County Manager. <br /> Upon consultation with the project steering committee, the Assistant County <br /> Manager would hire such consultants as needed to implement the projects. The Chair- <br /> person of the HSAC Needs Assessment Committee would act as overall coordinator for <br /> the project and communicate with the Commissioners and the HSAC for the project. <br /> The HSAC Needs Assessment Committee, composed of HSAC Agency representatives <br /> would provide advice and material assistance to the prgject, This Committee would <br /> be appointed by the HSAC. <br />
