16 <br /> t.: Rehabilitation Advisor or the Housing Rehabilitation Manager, and <br /> the owner will be requested to come to the Authority offices to <br /> execute the Contract. When the owner comes to sign the Contract, <br /> the Section 8 Moderate Rehabilitation Advisor will explain how <br /> and when housing assistance payments will be made, and will answer <br /> any questions the owner may have. <br /> I. Management Period <br /> 1. Family Participation <br /> It is anticipated that most units will be occupied at the time the <br /> HAP Contract is executed, and vacancy loss payments will be required in <br /> very few cases. Owners will be required to notify the Authority of <br /> expected vacancies sixty days prior to the scheduled completion of the <br /> rehabilitation or on the date the Agreement is executed, whichever is <br /> later. If vacancies are anticipated, immediately after the owner's <br /> notification, the Authority Section 8 staff will select at least five <br /> applicant families to be referred to the owner. <br /> The Section 8 Housing Counselor will contact owners of vacant <br /> Moderate Rehabilitation units, at least once a week, to determine <br /> whether their units have been leased. These procedures will allow <br /> the Authority to determine whether the owner is entitled to vacancy <br /> loss payments, based on the requirements of 24 CFR 882.413 and <br /> 882.509(d). <br /> Families who are to be referred to owners will be briefed on <br /> their responsibilities under the Section 8 Program, according to the <br /> Existing Housing Program Administrative Plan. The specific require- <br /> ments of the Moderate Rehabilitation Program will be explained to the <br /> applicant during the briefing. If the family indicates that it does <br /> not wish to participate in the Moderate Rehabilitation Program but <br /> would prefer to participate in the Authority's Existing Housing <br /> Program, the family's file will be returned to the Existing Housing <br /> Waiting List. <br /> 2. Assistance to Families Who Move <br /> Families who voluntarily decide to move from a Moderate Rehabili- <br /> tation unit will be placed on the Authority's Section 8 Waiting List <br /> and will be treated as any other applicants. The Authority hopes that <br /> this approach will discourage frequent tenant moves. Any family that <br /> moves, for which the Authority's Section 8 Program is required to pay <br /> either vacancy loss payments or damage payments (which include unpaid <br />
