r - <br /> 11 <br /> financing and the submission of an acceptable lease, the Authority <br /> will execute an Agreement to Enter into a Housing Assistance Payments <br /> Contract with them. The letter will indicate that Rehabilitation <br /> staff are available to assist the owner in requesting and obtaining <br /> financing. A description of the Moderate Rehabilitation Program for <br /> lenders , the Addendum to the Lease, and a suggested form of lease <br /> will be enclosed with the notification. <br /> D. Financing - Outreach to Lenders <br /> Outreach to lenders has begun with identification and preliminary <br /> orientation to banks that have previously granted rehabilitation loans, <br /> Farmer's Home Administration, the Credit Union for the area's major employe <br /> and lending institutions that have not previously participated in rehabili- <br /> tation programs. Planners from three jurisdictions have been approached <br /> concerning the use of grant money for landlords with houses in the develop- <br /> ment areas. The mutual program benefits , and long term commitments derived <br /> have been appreciated. This outreach will continue and very specific and <br /> concise financing information will be available to all employees. <br /> E. Relocation <br /> No permanent displacement will be permitted in the Authority's Moderate <br /> Rehabilitation Program, and consequently, permanent relocation will not be <br /> an issue. Because of the limited amount of rehabilitation expected to be <br /> accomplished through the Moderate Rehabilitation Program, and because of <br /> the Authority' s preference for proposals which do not require temporary <br /> relocation, very little temporary relocation of tenants should be necessary. <br /> F. The Lease <br /> The owner will be required to submit an acceptable lease before an <br /> Agreement is executed. Moderate Rehabilitation staff will provide a copy <br /> of the Addendum to the Lease and a suggested lease form which meets HUD <br /> requirements, including the Moderate Rehabilitation provisions regarding <br /> terminations specified in 24 CFR 882.514 and all requirements of State <br /> and local laws. <br /> It is expected that some owners will attach the Addendum to the Lease <br /> to their present lease. However, most owners may not have written leases <br /> with their tenants, and the suggested lease will be helpful to them. Moder- <br /> ate Rehabilitation staff will be available to review owner-submitted leases <br /> and to modify them to meet local and State landlord-tenant laws and HUD <br /> regulations. <br /> G.
