7 <br /> ? meet with owners to discuss how he will assist them to complete <br /> these functions. <br /> Owners whose proposals were determined feasible with Rehabili- <br /> tation money will be requested to contact a loan officer to complete <br /> an application for a rehabilitation grant. <br /> Owners will be notified in writing if their proposals are not <br /> feasible, even with a grant. The Notice will state that if the <br /> owner submits, within fifteen days, information disproving the <br /> determination, the program will reconsider the owner's proposal . <br /> 5. Determination of Famil Eli 'ibilit <br /> Prior to the selection and referral of proposals to the <br /> Rehabilitation Manager, the Rehabilitation Advisor will determine <br /> the eligibility of any family residing in the proposed unit. A <br /> program briefing will be provided to an eligible family at that <br /> time. Eligibility determination will be like that outlined in <br /> the Administrative Plan for the Orange County Section 8 Existing <br /> Program. <br /> Tenants found ineligible will be notified in writing of the <br /> determination and of their right to a hearing in accordance with <br /> 24 CFR 882.517(g) . Since the Authority will not enter into a <br /> Contract for any unit occupied by an over-income family, proposals <br /> which are for one unit only will be rejected if the tenant is <br /> determined ineligible. <br /> Owners will be notified in writing of the Authority's <br /> determination and the Notice will state that if the owner re- <br /> submits, within fifteen days, information disproving the Authority's <br /> original determination, the Authority will reconsider its rejection. <br /> 6. Work Write-Ups and Cost Estimates <br /> After a referral is received, the Rehabilitation staff will <br /> schedule meetings with selected owners to explain the steps which <br /> must be completed before an Agreement to Enter into a HAP Contract <br /> can be signed, and to provide the following information for use in <br /> the program: <br /> a. A copy of the list of deficiencies and description of <br /> work required and estimated cost determined as a result <br /> of the initial inspection. <br /> b. A sample work write-up and cost estimate completed on <br /> the rehabilitation forms and blank copies of the forms. <br />
