4 <br /> Proposals which are substantially incomplete, or which do not meet <br /> program objectives , will be rejected outright. Since this program will <br /> not allow permanent displacement, any proposal which indicates that over- <br /> crowded or underoccupied units will be assisted and/or which indicates <br /> that there will not be enough suitable sized units after rehabilitation <br /> to accommodate present tenants , will be rejected at this stage. The <br /> Section 8 Existing Housing Occupancy Standards will be used to determine <br /> overcrowded or underoccupied units. <br /> Proposals which indicate that present rents are at or above the <br /> Moderate Rehabilitation Program Fair Market Rents, or proposals which <br /> clearly indicate that the proposed project is infeasible, will also be <br /> rejected. <br /> Owners whose proposals are rejected will be notified of the reason(s) <br /> for rejection. The notice will specify that the owner may request, within <br /> ten days, an administrative hearing from the Authority; during which, the <br /> reason(s) for the rejection will be explained in full and the owner will <br /> be provided an opportunity to dispute the rejection. <br /> All proposals which meet the basic proposal selection criteria will <br /> be processed for scheduling and completion of the initial inspection. In <br /> the event that more proposals than can be handled are received for one <br /> area, priority will be given to the proposal which requires the most re- <br /> habilitation. <br /> C. The Rehabilitation Process <br /> 1. Initial Inspection <br /> The initial inspection and Preliminary Cost Estimates will be <br /> completed by the Rehabilitation Advisor as soon as possible after <br /> a positive review of an owner's proposal . <br /> The Housing Quality Standards for this program will be those <br /> of the Housing Code existing in the area of operation, and shall <br /> be consistent throughout the County. All rehabilitation work will <br /> have to comply with the rehabilitation standards developed by the <br /> Rehabilitation staff for acceptable grades of materials and accept- <br /> able levels of workmanship. <br /> The Rehabilitation Advisor will schedule the inspection and <br /> will request the owner and tenant(s) to be present during the <br /> inspection. The owner and tenant(s) will be encouraged to make <br /> known their desired repairs; however, the Advisor will make the <br /> final decision regarding repairs to be made under this program. <br />
