Assistance to the owner in selection of the contractor. <br /> 9. Final Feasibility Analysis , including calculation of contract <br /> rents. <br /> 10. Assistance to the owner in obtaining financing. <br /> 11. Preparation of Agreement to Enter into HAP Contract, including <br /> dates of commencement and completion of rehabilitation. <br /> 12. Inspections during rehabilitation; monitoring of construction <br /> contract compliance; review of change orders. <br /> 13, Final inspection. <br /> 14, Receipt and review of acceptable completion documents; final <br /> acceptance of rehabilitation work. <br /> The Section 8 staff will be responsible for the following <br /> functions: <br /> 1. Preparation and distribution of outreach material , as well as <br /> informal outreach to owners and managers where a relationship <br /> already exists. <br /> 2. Monitoring and issuing monthly assistance to owners. <br /> 3. Annual inspections and eligibility determination, and handling <br /> of any interim problems that may arise between landlord and <br /> tenant. <br /> Accounting functions of the program will be handled by the Chapel <br /> Hill Housing Authority Accounting Department, in the same manner as the <br /> Section 8 Existing Program is hamdled. <br /> Record keeping and reporting will be a function of the Section 8 <br /> staff. Monthly monitoring reports will be provided to the Housing <br /> Authority Board of Commissioners and to the County Commissioners when <br /> requested.
