ADMINISTRATIVE PLAN <br /> Revision Number 1 <br /> August 25, 1981 <br /> I . Statement of Overall Approach and Objectives <br /> A. Program Objectives <br /> The Orange County Moderate Rehabilitation Program plans to operate <br /> with the following objectives and program goals paramount: <br /> 1. To provide standard housing on the private market to <br /> one hundred low income families over a long period of <br /> time, at rent that is affordable to them; <br /> 2. To prevent the displacement of low income families <br /> throughout Orange County, where private investors find <br /> provision of student and faculty housing more lucrative; <br /> 3. To complement Small Cities and Community Development Programs <br /> in Chapel Hill , Hillsborough, and Carrboro through joint <br /> planning with these communities , and where feasible, to <br /> use grant money from these programs to finance rehabilitation <br /> in the Moderate Rehabilitation Program; and, <br /> 4. To further unify housing development efforts and housing <br /> standards throughout Orange County. <br /> To accomplish these broad goals , the Section 8 Existing staff of <br /> the Chapel Hill Housing Authority, which is familiar with the entire <br /> County and has a good relationship with landlords in the County, will <br /> be working closely with the Rehabilitation staff of the Housing Authority, <br /> who will be performing the rehabilitation functions of the program. <br /> Vacant Moderate Rehabilitation units, within a given area, will be <br /> used to relocate eligible families displaced in those areas because of <br /> Community Development activity. <br /> The Executive Director of the Housing Authority, the Multifamily <br /> Housing Programs Manager and the Housing Rehabilitation Manager have met <br /> with planning staff in all jurisdictions to review the program and plan <br /> for its most effective use in each area. <br /> B. Administrative Approach <br /> Administration of the program will be by the Chapel Hill Housing <br /> Authority. The Executive Director will be responsible for the overall <br /> program and the proper administration of the contract. <br /> The Rehabilitation staff will be responsible for the following <br /> functions: <br /> 1. Informal outreach to owners, lenders, and contractors, such <br /> as answering of inquiries and issuing of Proposal packets <br /> when indicated or reauested. <br />
