may exercise any of its rights or remedies under the Contract, including <br /> abatement of housing assistance payments (even if the Family continues <br /> in occupancy) and termination of the Contract. If the Family wishes to <br /> be rehoused in another unit with Section 8 assistance and the PHA deter- <br /> mines to terminate the Housing Assistance Payments Contract, the PHA <br /> shall issue to the Family another Certificate of Family Participation. <br /> 14. SECURITY AND UTILITY DEPOSITS. An Owner may require a Family to pay a <br /> Security Deposit in an amount equal to the amount payable by the Family <br /> toward one month's Gross Rent t Families shall be expected to obtain <br /> the funds to pay security and utility deposits, if required, from their <br /> own resources and/or other private or public sources. <br /> If a Family vacated the unit, the Owner may use the deposit as reimburse- <br /> ment for any unpaid rent or other amounts owed under the Lease. If the <br /> Family has irovided a Security Deposit, and it is insufficient for such <br /> reimbursement, the Owner may claim reimbursement from the PHA, not to exceed <br /> an amount equal to the contract rent, minus the security deposit or minus <br /> the security deposit that should have been collected. <br /> • <br /> If theIhmily vacated the unit owing no rent or other amounts under the <br /> Lease, or if such amount is less than the amount of the security deposit, <br /> the Owner thall refund the full amount or the unused balance, as the case <br /> may be, to the Family. <br /> 15. BRIEFING OF CERTIFICATE HOLDERS. When a Family initially receives its <br /> Certificate of Family Participation, a full explanation of the following <br /> shall be provided by the PHA to assist the Family in finding a suitable <br /> unit and to apprise the Family of its responsibilities and the responsibi- <br /> lities of the Owner. Individual sessions will be held and adequate <br /> opportunity shall be provided for Families to raise questions and to <br /> discuss the information provided. <br /> a. Family and Owner responsibilities under the Lease and Contract; <br /> b. How to find a suitable unit; <br /> c. Applicable housing quality standards and procedures for Family and <br /> Owner inspections and for their individual certifications of <br /> compliance with those standards; <br /> d. Significant aspects of the applicable State and local laws; and <br /> e. Significant aspects of Federal, State and local fair housing laws. <br /> 16. RESPONSIBILITIES OF THE OWNER. The owner shall be responsible for perform- <br /> ing all of his obligations under the Contract and Lease. The Owner's <br /> responsibilities shall include but not be limited to: <br /> • <br /> a.
