"A! <br /> STATEMENT,OF POLICY AND PROCEDURES <br /> 1. EL1CIBILITY FOR ADMIS6ION, The Chapel Hill Housing Authority shall <br /> issue a "Certificate of Family Participation" to families who meet the <br /> followIng requirements;' <br /> a. Qualify as lower or Very Low Income Families. <br /> b. Family income does not exceed the applicable income limits for <br /> admission presctibed by HUD. <br /> 2. APPLICATIONS. Applications for Housing Assistance Payments will be <br /> accepted subject to the following conditions: <br /> a. Applications will be processed regardless of race, color, creed or <br /> national origin of the family applying. <br /> b. No attempt will be made to deny a certified family the opportunity <br /> to rent a standard dwelling unit suitable to the family's needs. <br /> c. The PHA shall certify families by date of application. At least <br /> thirty (30) percent of the families certified shall be Very Low <br /> Income Families at admission. At annual reexaminations the PHA will <br /> ascertain whether 30 percent of all the assisted families are Very <br /> Low Income Families and if the percentage is lower than 30 percent, <br /> shall thereafter issue Certificates of Family Participation to achieve <br /> a 30 percent level. <br /> d. The PHA will establish and maintain a waiting list for applicants for <br /> Certificates of Family Participation. If the PHA determines that it <br /> cannot issue any more Certificates, all applicants will be placed <br /> on the waiting list. The PHA will notify the families of this fact. <br /> The PHA shall maintain a system to assure that it will be able to <br /> honor all outstanding Certificates of Family Participation within its <br /> Annual Contributions Contract. <br /> 3. INCOME LIMITS. The income limits established by the Department of <br /> Housing and Urban Development will be used to determine eligibility of <br /> Family Participation. <br /> 4. RENTS. The sum of the Contract Rent and any allowance for Utilities and <br /> other services shall not exceed applicable Fair Market Rents which have <br /> been established by HUD. The PHA shall determine and so certify that the <br /> Contract Rent for the dwelling unit for which it approves a lease does <br /> not exceed a rent that is reasonable in relation to the locality, quality, <br /> amenities, facilities, management and maintenance of the unit. <br />
