DEFINITIONS <br /> 1. HUD. The Department of Housing and Urban Development or its designee. <br /> 2. PHA. Public Housing Agency. Any State, county, municipality or other <br /> governmental entity or public body (or agency or instrumentality <br /> thereof) which is authorized to engage in or assist in the development <br /> or operation of housing for low-income families. <br /> 3. OWNER/SUPPLIER. Any person or entity, including a cooperative, having <br /> the legal right to lease or sublease Existing Housing. <br /> 4. EXISTING HOUSING. Housing that is in decent, safe and sanitary con- <br /> , <br /> dition. <br /> 5. ELIGIBLE FAMILY. A Family which qualifies as a Lower-Income Family and <br /> meets other requirements of the Act. Family includes an elderly, handi- <br /> capped, disabled, or displaced person and the remaining member of a <br /> tenant family. <br /> 6. LOWER INCOME FAMILY. A Family whose income does not exceed 80 percent <br /> of the median income for the area as determined by HUD with adjustments <br /> for smaller or larger families. <br /> 7. VERY LOW INCOME FAMILY. A Family whose income does not exceed 50 per- <br /> cent of the median income for the area, as determined by HUD, with <br /> adjustments for smaller or larger families. <br /> 8. LARGE VERY LOW INCOME VAMILy. A Family whose income does not exceed <br /> 50 percent of the median income for the area and which includes six (6) <br /> or more minors, or any lower income family with medical or unusual <br /> expenses which exceed 25Z of income. <br /> 9. VERY LARGE LOWER INCOME FAMILY. A Family whose income does not exceed <br /> 80 percent of the median income for the area and which includes eight (8) <br /> or more minors. <br /> 10. HEAD OF FAMILY. The family member who is held responsible and <br /> accountable for the family (normally considered to be the lessee) . <br /> 11. SPOUSE. The husband or wife of the head of the household. <br /> 12. MINOR. A member of the Family household (excluding foster children) <br /> other than the Family head or spouse, who is under 18 years of age or is <br /> a full-time student. <br /> 13. FULL-TIME STUDENT. A Family member who is carrying a subject load <br /> which is considered full-time for day students under the standards and <br /> practices of the educational institution attended. <br />
