ORANGE COUNTY HAPP ADMINISTRATIVE PLAN Page 8 <br /> The Counselor will place in the file, a form citing similar units, in the same areas, <br /> that have comparable rents. If the Housing Counselor feels that the rent requested <br /> is not in line with similar units, the supplier will be told, and will be told what <br /> rent would be acceptable by the program. If the supplier wishes to protest, he may <br /> first talk with the it Supervisor. If the is still unsatisfied, he may request a <br /> hearing, in writing, with the Executive Director. <br /> IX. FRAUD <br /> Each program participant, every participating landlord, and every Chapel Hill Housing <br /> Authority employee shall be notified in writing, at the beginning of participation, <br /> of employment, of the practices that would constitute "Fraud" iii the Rental Assistanc4 <br /> Program. The letter will also explain what kinds of actions will be taken, should <br /> fraudulent activities be discovered (see appendix) . <br /> When fraud is suspected, or called to the attention of the staff, the participant wil] <br /> be advised and asked for relevant verification. If fraud is present, the payments nab <br /> be either stopped, or if it is felt that the fraudulent activity was not intentional, <br /> a repayment may be demanded, and Housing Assistance Payments may continue. In any caE <br /> the landlord or the participant may request a hearing before the Multi-Family Housing <br /> Programs Manager. If a satisfactory resolution of the problem is not acheived, the <br /> aggrieved party nay request a hearing in writing before the Alai-Jurisdictional Board <br /> The decision of that Board shall be binding on the Housing Authority, but shall not <br /> interfere with the right to judicial review, of the aggrieved party. <br /> In addition to the "Fraud" letters, every effort is made, while explaining the program <br /> to let the landlord or participant clearly understand his responsibilities. <br />
