484i <br /> E. SUMMARY <br /> 1. Based on the general factors considered (terrain, available utilities, <br /> access, disposition of existing buildings, and available land area, <br /> together with applicable zoning restrictiOns), the Northside Property <br /> is suitable for development of up to 62,000 sq. ft of new floor area <br /> of office-type space if housed La two story buildings (only 50,000 <br /> sq. ft if in one story structures). <br /> This would require the provision of 207 additional parking spaces, <br /> (167 for one story scheme). <br /> Estimate costs for such ultimate development would be $3,100,000. for <br /> buildings, $175,950. for parking, or a rough total of $3.3 million. <br /> 2. One existing building, OPC Clinic - 14,000 sq. ft, was recently restored <br /> to "like new" condition. Two other buildings, Multipurpose Center - <br /> 10,200 sq. ft, and Cafeteria Building - 2660 sq. ft, are in need of <br /> considerable repairs and upgrading. In their present state, they de- <br /> preciate the investment by the County in the OPC Mental Health Center. <br /> 3. Minimum investment for upgrading the two buildings to meet N.C. Code <br /> requirements would probably mean an expenditure of $130,000.- $78,000. <br /> for M/P Center, $52,000. for cafeteria space. <br /> Required parking has already been provided. <br /> Remodeling these buildings to meet expected program needs and upgrading <br /> them to "like new" condition requires tentative costs of $280,000. for <br /> M/P Center and $80,000. for Cafeteria (OPC Day Hospital) or a total <br /> estimated cost of $360,000.00. Estimated costs for equal amount of new <br /> floor space (12,860 sq. ft) at $45.00/sf would be $580,000.00. <br /> 4. Provision of required parking spaces will be a significant factor in <br /> any decisions to construct new buildings or large additions. <br /> Large parking areas can create problems for visitors when employees, <br /> staff occupy spaces close to buildings. <br /> An employee-staff parking area should be set aside, preferably as a <br /> separate area. <br /> One area which seems feasible for this purpose is the undeveloped sec- <br /> tion below and to the west of OPC Mental Health Center. Between 80 <br /> and 90 long-term parking spaces could be accommodated there. <br /> 5. Future Considerations <br /> The scope of this study has been limited and general by necessity. <br /> More detailed evaluations will be essential before specific decisions <br /> can be made or before accurate recommendations can be proposed. <br /> Future studies should consider at least the following points and would <br /> require the following additional information: <br /> p.11 of 12 p. <br />
