Alternatives for Development, and Comparable Costs <br /> These are presented as possible ways to develop usable floor space on <br /> the site but are not intended to be read as mutually exclusive options. <br /> Actual development may occur through any one means or a combination of <br /> all of them, depending on more precise needs or conditions as they arise. <br /> 1. U.:rade, Rehabilitate Existing Multipurpose Center - 10,200 sq. ft <br /> a. Minimum investment to meet Code requirements. <br /> M. Ray Harden, Jr, P.E., in a report dated May 3, 1978, proposed <br /> a minimum program for upgrading the building to meet N.C. Code <br /> Requirements and generally to repair poor conditions. The esti- <br /> mated cost for such work was $78,540.00. The life expectancy of <br /> such limited improvement is necessarily also limited, perhaps as <br /> short as ten years. <br /> A new, oil-fired, steam boiler has been installed since the date <br /> of that report. This represents a substantial investment by the <br /> County in the present structure. Other investments include in- <br /> stalled insulation plus parking lot construction. Some of the <br /> repair and upgrading is being done piecemeal. Such an approach, <br /> while workable, creates problems of efficiency and coordination. <br /> In addition, repairing the "mechanical" parts of the building may <br /> not substantially improve the efficient use of the available floor <br /> space, because general subdivision of spaces remains the same. <br /> b. Optimum Upgrading and Rehabilitation <br /> To rehabilitate the Multipurpose Center to a "like new" condition <br /> with a life span comparable to new construction would probably <br /> cost $25.00 to $30.00 per sq. ft. These figures could include <br /> some interior modifications to partitions, but not major struc- <br /> tural changes. This compares with actual recent costs for the <br /> OPC Clinic rehabilitation of $27.31 per sq. ft. That project was <br /> more elaborate, but using a similar figure would make realistic <br /> allowance for subsequent increases in construction costs. This <br /> would bring estimated construction to roughly $280,000.00. <br /> Parking has already been provided under ongoing program. <br /> Based on current square foot costs for new construction of $40.00 <br /> to $50.00 per square foot, a new building of similar size might <br /> cost an average of $450,000.00 Costs for demolition of present <br /> structure would have to be added to that figure for replacement <br /> costs. <br /> p. 6 of 12 p. <br />
