Policies For The Second Year Of Block Grants: <br /> 1. That local allocations must be based on priorities resulting from <br /> an assessment of needs and services in Orange County, <br /> 2. That all possible influence needs to be exerted to acsure that <br /> real Block Grants with local control are enacted, rather than con- <br /> tinuance of the present categorical funding. <br /> 3.
