Past Action: <br /> On June 1, 1981, the Orange County Board of Commissioners adopted a <br /> statement supporting the following policies: <br /> 1. Provision of block grants for htlmen services by Lhe State to the <br /> County. Regulations on the use of these grants should be no more <br /> restrictive than Federal law and State statute require. <br /> 2. Regulatory refonm to allow the County to distribute human service <br /> funds in the most flexible manner 'Ibis includes the removal of <br /> unrealistic formulas, arbitrary rules andidntenance of Effort <br /> clauses on funds provided to the County by the State, with the ex- <br /> ception of income maintenance programs. <br /> 3. Counties that are able and that can demonstrate the capability to <br /> handle local human service decision making should be allowed to do so. <br /> 4. Local government should be involved with the State in developTlent of <br /> guidelines through which block grants can be distribated in en orderly, <br /> effective and least restrictive manner. <br /> II. Present Situation: <br /> Ideally Orange County would like to see Block Grants hsndled in this <br /> first year according to these principles, hoever it appears that at <br /> the present tire: <br /> 1. Funds are more categorized than at first seed likely, an2 there will <br /> be little flexibility at the State level. <br /> 2. The State is apparently contemplating passing on percentages of <br /> Federal cuts to local programs, rather than setting priorities in <br /> the near future. <br /> 3_ That regulations at the State and Federal level will be Fore strin7ent, <br /> rather than being relaxed. <br />
