THE PRESCOTT COMPANY LLG
Post Office Box51878. + Oarhau- NDA Carolina + 27717
Phone (919) 698-2863 t Fax (919) 493-7950 • Email prwcoMWCa)yq=nnet
December T5, 2006
NIr. Howard A. Partner, R.L,A,
Howard A. Partner Landscape Architecture
2110 Woodrow St.
Durhani, NC- 27705
RE, Carramore Subdivision Average Daily Trips, (ADT)
Kerley Road (SR 1717)., Orange County, NC
F -. M - I
We have evaluated the proposed subdivision road access for the: Carranaore Subdivision
onto Kerley Road in Orange County, NC. Carramore Subdi*ion-Is an 8-10f -single.,- family -
detached housing development with a proposed Residential Limited, roadway crossLasedion under
City/County of Durham re ' gulations. In addition, the project is planned to provide a residential
limited roadway connection to the adjacent Quail Ridge gubdMsion, an approved 84-lot single-
family detached housing developr ent, to the south. Conservatively, we split one-third of
Quail Ridge Subdivision traffic through the Carramore access route for the pUrpo§6 of ttilffi6
assignment, This assignment of dips is conservative because the other two, entrances to Quail
Ridge subdivision have more direct linear roadway access to local arterial roads, Erwin Road and
Comwallis Road, which connect directly to the High Bypass. In our judgment, the
Highway
"Residential Limited" clasg of roadway and the curved alignment of the Carramorer Subdivision
1.
roads will not encouia& through traffic from Quail Ridge Subdivision futuie tesidbntg..
From Land. Use 210 of the Trio Generation Manual, 7A - Edition {Institute of
Transportation Engineers, 2003), the*aVerage rate of vehicle trip ends which may be expected
from single-family detached housing developments is equal to 9.57 trips per dwelling unit. Single-
family detached housing is defined as detached homes on individual lots. By applying this rate to
the proposed subdivision (8 units) and one-third of the proposed Quail Ridge Subdivision (2.$
units), 345 day trips are expected to be generated- This traffic may be added to the exiffitig, daily
traffic occurring on Kerley Road
Since current NCDOT Traffic Maps do not indicate ADT for Kerley Road, counts we're
performed Tuesday through Thursday, 12/5-1.2/07/06 (attached Memo), with a resulting average
daily ADT count of 2391_ * By adding trip generation o ' f 345 to ADT of 2391, a resulting ADT on
Kerley Road of 2736 is obtained. An ADT of 2736 is less than the NCDOT threshold of an ADT
of 4000 to require Kerley Road widening for a turn lane. Therefore, it is our opinion that
improvement to Kerley Road is not warranted for the Carramore Subdivision project.
If additional informsfi n is heeded, please do not hesitato to call.
Sincerely yours,.
THE PRESCOTT CONVANr
Attachments (3)
21
