Since that time, they have <br /> changed their policies regarding the make up and size of Personnel Boards. Provided below <br /> are the significant changes: <br /> (1) The membership of the Board will consist of not less than five <br /> no more than seven persons appointed by the Board of Commissioners <br /> with due regard to its nature and purpose, with the stipulation <br /> that at least one member be chosen to represent the employees <br /> of the cownty. Such appointments will not include the county <br /> manager, county attorney, incumbent county commissioners, depart- <br /> ment heads, or their family members or relatives. <br /> (2) Further they recommend that the composition of the Board might draw <br /> upon community resources in a nature consistent with its purpose. <br /> Persons selected from business or industry who are enaaged in the <br /> current practice of personnel administration, instructors of public <br /> administration from institutions of higher learning, and persons <br /> whose professional orientation would lend objective understanding <br /> of employee concerns would be examples in keeping with this purpose. <br /> Membership also needs to be enhanced by minority and female repre- <br /> sentation. <br /> I am recommending that the Board begin the process of establishing the Personnel Board <br /> as soon as time permits, It is important that in the event of disciplinary action, <br /> suspension, and dismissal, the county is in a position to provide permanent employees <br /> with the right to appeal through a timely and impartial process. <br /> If you have questions or concerns regarding this matter, I am available and pleased <br /> to respond. <br /> cc: Bill Laws, Interium County Manager <br /> Mark Roes, Acting Assistant County Manager <br />
