Whitehead, =��/���' <br /> Personnel Director <br /> DATE: July 27, 1981 <br /> SUBJECT: Recommendation to establish the Advisory Personnel Board <br /> In accordance with Article I Section 7 of the Personnel Advisory Report, the Commissioners, <br /> as authorized by GS 153A-95, will appoint an Advisory Personnel Board to conduct hearings <br /> on employee grievances involving demotions, suspensions, and dismissals. The Personnel <br /> Board will make determinations on employee grievances and forward its recommendations to <br /> "..ho Manager, who will make final determinations. Provided below are the provisions of <br /> :he section: <br /> (1) The Personnel Board will consist of three (3) members. Two members <br /> will be appointed for a one year term, with one member appointed for <br /> a two year term. Thereafter, each member will serve a term of two <br /> years and may be reappointed by the Commissioners. A member of the Per- <br /> sonnel Board may be removed before the end of his term by the Commissioners; <br /> however, the member must be given a written statement of the reasons for <br /> his removal and the opportunity to respond in a public hearing. A vacancy <br /> in an unexpired term will be filled by the Commissioners by appointment <br /> for the remainder of the term. <br /> (2) Each member of the Personnel Board will be a resident of Orange County, <br /> and no county employee or officer will be eligible to serve on the <br /> Personnel Board. At least one member of the Personnel Board will have <br /> had experience in public or private management or personnel adminiotzotinn. <br /> Members of the Personnel Board will serve without compensation, except <br /> that they will be reimbursed fox expenses incurred on Personnel Board <br /> business. <br /> (3) The Personnel Board at its first meeting following the beginning of a <br /> new term will elect one of its members as chairman, who will be responsi- <br /> ble for calling and presiding at all meetingo. However, the Chairman of <br /> the Board of Commissioners will call the first meeting of the Personnel <br /> Board following its appointment For purpose of organization. All members <br /> of the Personnel Board must be present at meetings to constitute a quorum. <br /> The Clerk to the Board will serve ex officio as secretary to the Personnel <br /> Board and will be responsible for maintaining records of Personnel Board <br /> proceedings, determinations, and recommendations. <br /> An Equal Opportunity/Affl'math'e Action Employer <br />
