3-1.1 <br /> -3- <br /> Administrative costs, in so far as possible, would be reduced commensurate with <br /> reductions in direct services. <br /> ALLOCATION PRINCIPLES <br /> A. F",.,'NTS:1:;.: ASSUWPTIONS. The county has not been able to restore state <br /> and federal budget cuts. The county must meet its legal and administrative <br /> mandates for service delivery. <br /> B. BLOCK GRANT ALLOCATION'. In the first year, agencies receive proportional <br /> cuts. All categorical programs included in Block Grants receive cuts <br /> proportional to total Block Grant in which program is located. <br /> Exceptions to these allocation principles which might be considered, <br /> e.g., in cases of program termination, needs of special populations, <br /> and special local. priorities. <br /> C. TRANSFER POTENTIAL. As provided by state and federal laws, tranfer of <br /> funds between Block Grants should be allowed. <br /> D. DISCRETIONARY FUNDS. A limited amount of money should be reserved for <br /> competitive grants to local public and private agencies. Conditions for <br /> the grants should include; <br /> a. Access for not-for-profit agencies <br /> b. High priority for programs that show evidence of coordination <br /> between agencies <br /> Criteria for the grants should include: <br /> a, Innovative programs within human service agencies <br /> b. Advocacy programs <br /> c- Prevention programs <br /> If the state sets aside monies for "competitive grants to local <br /> government or private organizations", Orange County should request its <br /> proportional share. <br /> MINORITY REPORT <br /> The whole Block Grant issue, as you are already aware, has caused controversy <br /> within our citizenry and at all levels of government. <br /> Within the HSAC, as in the rest of society, there are differences of opinions <br /> about the merits of Block Grants as well as what the desired ultimate impact may be <br /> on the local service delivery system. <br /> During our review of the Block Grant position paper and the supplemental <br /> Principles in the two HSAC meetings, there was an extended discussion by several <br /> members of their concerns about the ultimate impact of the Principles, if adopted <br /> by the Commissioners, upon their agencies. <br /> I am attaching a memorandum from Jerry Robinson which reflects his and Tom <br /> Ward's position relative to the attached Principles. <br /> • <br />
