JE t: <br /> , . <br /> -2- <br /> HSAC INVOLVEMENT <br /> The small group mentioned above met on several occassions for the purpose <br /> of developing a position paper on Block Grants which incorporated the above <br /> Principles, <br /> The basic purpose of the position paper was to provide the Commissioners <br /> with a mechanism tobetter cope with the Block Grant process. <br /> The position paper as amended by a second ad hoc group including Wes Hare, <br /> and Dick Taylor was discussed in some detail and approved in the HSAC meeting <br /> on June 24, 1981, The position paper was discussed again in the July 22, 1981 <br /> HSAC meeting. During the meeting, there were recommendations that several sections <br /> of the position paper be clarified. <br /> A special ad hoc HSAC committee was established to do so and a further meeting <br /> was held to carryout the clarification, The attached Principles represents the <br /> document as recommended and amended by the HSAC and finalized by the special ad <br /> hoc committee. <br /> ACTION TO DATE BY COMMISSIONERS <br /> As you know, the Orange County Board of Commissioners approved and adopted the <br /> basic position paper which is also attached, on June 1, 1981. This paper provided a <br /> basic statement of principles and was designed to serve as a general set of guide- <br /> lines regarding Block Grants. <br /> However, since the position paper was a general statement of principles, it was <br /> thought we needed to provide more specific details related to the criteria for actual <br /> allocation of funds. The attached Principles addresses this need, <br /> REVIEW OF PRINCIPLES <br /> A brief review of the proposed Principles follows: <br /> GENERAL ASSUMPTIONS - <br /> The human services system in Orange County includes both public and private <br /> agencies. In the possible confusion likely to result in the first year of Block <br /> Grants, these Principles are offered as assistance to the Commissioners in <br /> making the transition to the new system, whatever it may be. <br /> The permanent Block Grant decision making system should be based an: <br /> 1. A needs assessment process and <br /> 2. Reflect a high degree of cooperation by aad between public and <br /> private agencies. <br /> ADMINISTRATIVE PRINCIPLES <br /> Any regulations should be the minimum required by state and federal law. <br /> Sufficient reporting requirement to satisfy accountability would be necessary. <br />
