Baxter, Jr. <br /> Chairman, Orange County Human Services Advisory Commission <br /> SUBJ: Proposed Principles for the First Year of Block Grants as Adopted <br /> by the HSAC, July 22, 1981 <br /> Attached is a copy of subject Principles for the Board's consideration and <br /> action. This document supplements the Block Grant position paper adopted on <br /> June 1, 1981 by the Commissioners. <br /> It was felt that a brief review of the activities which have resulted in the <br /> above Principles might be helpful to the Commissioners in their deliberations of <br /> same. <br /> HISTORY AND PURPOSE <br /> By May of this year, it had become obvious that some form of the Block Grant <br /> approach to funding public services would be enacted by Congress and in an effort <br /> to prepare for this, several people got together and discussed what actions might <br /> be taken to impact on this process. <br /> The persons involved in these discussions were Bill Woodward, Peggy Pollitzer, <br /> Bill Baxter, Ted Parrish and Norman Gustaveson. <br /> This small group thought that it was very important to assume a pro-active <br /> leadership stance relative to Block Grants without necessarily taking a position <br /> on the merits of Block Grants per se. <br /> The position developed by the group contained two basic tenets: <br /> 1. The crucial need to try and influence the development of state policy <br /> regarding the implementation of Block Grants at the local level and <br /> 2. The desire to assist the Commissioners in developing criteria which <br /> could be used in allocating Block Grant funds at the local level. <br />
