A detailed description of services is contained in County Budget package. LEGAL MANDATES 1. Adoption Services The level of service is not mandated, therefore, the current 40 hours per week is recommended to be reduced to 32 hours, a 20% cut in services level. Deletions: 10% of time currently spent on Permanency Planning 5% of time by recruiting volunteers to organize "Christmas for Foster Children" 5% cut in number of home studies completed each year. 2, Foster Care for Adults (Administration) An adequate level of service must be maintained to supervise and license I.5 rest homes and respond as a community resource regarding vacancies and assist with placements in protective service cases. One staff person spends about 20 hours per week in this function. Delete: 10% Reduce contacts with Rest Home operators to licensing compliance issues, 3. Foster Care for Children (Administration) The level of service is not mandated. One staff person works full time in this program. A 20% cut in services is recommended. Deletions: 5% - a savings can be realized by using group recruiting and orientation methods in homes with no foster children in placement. To be assisted by graduate student as available. 5% - Setting up new programs will be handled by other staff as the need arises. New programs not funded will be rejected due to lack of staff, 5% -- Checking monthly foster Care printout and organizational tasks in foster care licensing to be assigned to Clerical staff, 5% - Recruit volunteers to handle "Christmas for Foster Children" Project. 4. Protective Services for Adults As in other mandated services the quality of services is not mandated, there- fore, the assumption is that with reduced hours available compliance with the law can be maintained with quality of service declining. The Chore Program is an effective protective service plan which has been reduced significantly. Two staff persons have carried responsibility for this service which is recommended to be reduced 20%.
