It is a permanent policy to <br /> be revised as needed in the future in response to reductions in Title XX <br /> allocations. Once this policy is approved subsequent steps may include <br /> ( 1) a detailed plan for reducing hours and/or terminating employees. <br /> Note: Any plan containing employee hours deviating from 40 hour work <br /> week must be approved by county commissioners. (2) an agency plan for <br /> the reduction of service delivery. This plan must take into consideration <br /> legal and administrative mandates for service delivery levels. (3) the <br /> final step may be the actual re-assignment of remaining personnel to <br /> conform as closely as possible to the revised service delivery plan. <br /> 1. General Policy: <br /> The agency Director may separate an employee whenever it is necessary <br /> due to shortage of funds, abolishment of a position, or other material <br /> change in duties or organization. The selection of the position or <br /> positions to be abolished will be made by the agency director in con- <br /> junction with the Department of Social Services Board and will be base' <br /> on budget reouirements, sources of funds and program needs, however, <br /> the prime factor in selection will be length of service with this ageni <br /> since date of last employment. Any employee terminated will have <br /> priority for employment in any vacancy which occurs within his/her <br /> supervisory unit for one year. <br /> Voluntary reduction in hours of staff within each supervisory unit wil: <br /> be offered as an alternative to this reduction in force policy. When <br /> a vacancy occurs within a unit those who have voluntarily reduced hour! <br /> will have priority to increase hours to 100% prior to re-hiring a first <br /> time appointee. <br /> 2. Specific Policy Statements: <br /> a. This agency currently has no temporary, probationary or trainee <br /> appointments, therefore permanent status employees must be con- <br /> sidered under this policy. <br /> b. Personnel in agency supervisory units effected by Title XX reduc- <br /> tions in funds only will be considered for Reduction-in-force. <br /> These are (1) Adult Services and Supportive Services Unit (2) Day <br /> Care Unit (3) Protective Services for Children (2 Units) (4) <br /> Adoption and Foster Care Administration Unit. No clerical employee <br /> within these units will be affected by this policy. Total employee <br /> equivalency to full time (40 hours per week) is 28.6 employees. <br />
