Ward.
This agency is submitting a pr000sed plan for reducing our FT 81-82 budr-et
to a.just for the anticipated loss of about ;:.90,000 in Federal Title
funding. Option I of this Reduction In Force ProPosal was unanimously
aporoved by the four Social Services board members present for the July 22,
1901 meeting. We feel this plan should be placed in effect ir-mediately.
Should unforseen events take place 'which would negate or lessen the need
for staff reductions, this agency needs the flexibility to make adjustments
in the plan. Such events would include unanticipated revenues and/or addi-
tional str.ff vacancies orior to placing the plan in effect. Option I is
brought before you because it deviates from the County Personnel Ordinance
which re:mires special aoproval to alter the 5 day 40 hour work-week. C::tion
1 is presented in this manner to demonstrate the agency can make such a plan
work. It is my home that the agency can be authorized to proceed with Option
I as a basic plan and reconcile any necessary changes with the manager's
office as long as these changes fall within the intent of the plan. The em-
ployees affected are defined in Section 2-b of the agency Reduction-In-Force
policy which is attached to this memo.
US feel the Reduction In Services plan is self-explanatory and is in response
to your request during budget hearings for information on reduction in service
levels and justification for release of the $16,000 held. in contingency.
4
