Secondly, we will consider promotion of a PHN I and if <br /> a promotion is epbrppriate, we would like the action to extend to unfreezing <br /> the secondary vacancy of a promoted PHN I. <br /> I could advise the Board of no reason based on present knowledge to not <br /> unfreeze the position.
