���c <br /> .-.� <br /> ('./ `.� <br /> OPERATING GUIDELINES <br /> ADOPTED BY THE <br /> ORANGE COUNTY ENERGY COMMISSION <br /> ON JUNE 11 , 1981 <br /> 1. The staff person to the Commission must play a larger role in the opera- <br /> tions of the Commission and in making the meetings more useful. The Energy <br /> Coordinator should establish the Agenda with the Chairperson and should <br /> endeavor to make the meetings more interesting and focused. <br /> 2. Specific issues should be selected for each meeting. The format in which <br /> rambling reporting and discussion constitutes the meeting should end. Spe- <br /> cific speakers, preferably a guest should be identified for each meeting <br /> and should lead the meetings off. Topics such as the Utility Programs, <br /> Coping with energy emergencies, Experience with Button-Up Projects might <br /> be appropriate. <br /> 3. The topic and speaker for each meeting should be publicized in newspapers, <br /> cable channels and radio prior to the meotings. A permanent meeting room <br /> should be selected and should be a conference room accessible to the public. <br /> Facilities in local library or bank meeting room should be explored. <br /> 4. The Chairperson should be charged with keeping the meetings moving and <br /> controlling the length of discossion. Strong direction will be necessary <br /> to keep the meetings useful. <br /> 5. Recognizing that not all members are able or willing to devote time to <br /> the special projects of the Commission, it is suggested that 6 new <br /> at-large members be added to the group while maintaining the current mem- <br /> bers who are representatives of particular constituencies. This will <br /> bring the Commission to a total of 16 members. <br /> G. Special projects should be conducted by ad-hoc committees and membership <br /> or participation should be voluntary for Commission members. Standing <br /> committees should be dissolved. <br /> 7. Energy Coordinators of the local towns should be made ex-officio members <br /> of the Commission. <br /> 8. The Energy Coordinator should precede immediately to facilitate re-appoint- <br /> ments to the Commission. <br /> 9. Voting on questions before the Commission should be limited to substan- <br /> tive and controversial matters, not mere approval of minutes, etc. <br /> 10, Commission attendance rule should be altered to state that Commissioners <br /> will forfeit their position if they miss three consecutive meetings. <br /> ll, At each meeting the Chairperson and the Energy Coordinator should pre- <br /> sent a short report on progress and activity over the past month. <br />
