Memorandum <br />Orange County Commissioners <br />June 16, 1981 <br />Page 2 <br />chosen to make yourselves available night after night, listened <br />patiently, and probed for information. We also commend you on <br />your on -going program of improving and extending your accounting <br />system so it will provide detailed operating costs by department <br />with respect to controllable costs'such as travel and other <br />expenditures. When completed, this reporting system should give <br />you and the department heads current information with which to <br />measure performance against budget goals. <br />The Chamber recommends that in evaluating the proposed budget and <br />adopting the final budget that you consider the additional guide- <br />line of no dollar increase in the overall budget over the previous <br />year's budget. We feel this is particularly relevant given that the <br />current estimates which were provided for the year 1980 -81 may <br />actually be less than those budgeted. <br />Furthermore, we would like to point out that while the overall increase <br />in the budget is 4.5%, the increase in property taxes to the citizens <br />of the county is 12.18% which would indicate that the citizens are <br />absorbing cutbacks of funds from other sources. We, therefore, <br />recommend that in addition to considering no new programs, that old <br />programs should be carefully evaluated as to the services provided <br />and their efficiency and effectiveness to the overall county. <br />Specific attention in this regard should be paid to those departments <br />or agencies who serve multiple counties, overlap with municipal support, <br />or which serve only a small segment of the community. <br />
