086 8 <br /> Orange County citizens. especially for women <br /> and minorities in the absence of a showing <br /> by the project applicant that job <br /> opportunities available for women and <br /> minorities will be equal to those of other <br /> Orange County citizens. <br /> - Provide jobs above the prevailing wage scale <br /> in the County. <br /> - Not place an inordinant demand on County <br /> services such as schools, fire and police <br /> protection. <br /> - Provide a significant increase in the County <br /> tax base. (WSP) <br /> (d) Orange County will participate in the funding <br /> of project engineering studies, easement <br /> acquisition, water and sewer lines including <br /> pipe and ancillary equipment such as water <br /> pumps. sewer pumps. valves. pump houses. fire <br /> hydrants. and water and sewer treatment plants <br /> as well as the actual construction of these <br /> utilities. (WSP) <br /> (e) Where a project is approved but funding is not <br /> immediately available. it will be placed on a <br /> priority waiting list based on its approval <br /> date. (WSP) <br /> (f) It shall be the policy of Orange County to <br /> have title to any water and sewer utilities <br /> which it funds; provided. however. such title <br /> shall only be required where water/sewer lines <br /> are extended beyond the existing utility <br /> service area of a municipally or publicly <br /> owned system. Where County funding for <br /> projects outside an existing utility service <br /> area are repaid. title to the water and sewer <br /> utilities shall be granted to the municipal or <br /> public system. In the latter case. the County <br /> may attach conditions to the transfer of title <br /> which require that connections and/or uses <br /> must be limited in such a manner to be <br /> consistent with the Land Use Plan. (WSP) <br /> (g) It shall be the policy of Orange County to <br /> require that water and sewer utilities will be <br /> built to the standards and specifications of <br /> the municipality. private association or water <br /> or sewer authority to whose system they are <br /> connected.
