O8 7 <br /> 7 <br /> should attest to their capabilities for <br /> meeting all the required needs of utility <br /> services for the project including <br /> foreseeable expansion as well as other <br /> existing and potential development specified <br /> by the County in the area of the project. <br /> (WSP) <br /> (b) It shall be the policy of Orange County to <br /> restrict its investment to and where it issues <br /> its bonds for projects which have a relation <br /> to safeguarding the public health. safety and <br /> general welfare. Orange County will not <br /> participate in projects will benefit <br /> exclusively private interests. Public <br /> expenditures shall further be limited to <br /> projects in approved service areas (10-20 <br /> Transition Areas designated on the Land Use <br /> Plan) and/or for which which there is County <br /> funding responsibility. <br /> Where a public facility is to be served. <br /> advance approval of the Board of Commissioners <br /> on the siting of the facility and County <br /> participation shall be obtained. The extent of <br /> County involvement shall be limited in such <br /> instances to the extent that the facility will <br /> benefit the residents of Orange County. <br /> (c) It shall be the policy of Orange County to <br /> fund major water and sewer utilities to a <br /> reasonable point along the property line of an <br /> approved project. within the limitations of <br /> available funds. Major water and sewer <br /> extensions are defined as projects where pipe <br /> sizes greater than eight (8) inches in <br /> diameter are extended more than 750 feet <br /> beyond existing facilities. (WSP) <br /> In selecting projects to be funded. the <br /> following criteria will be used. Any project <br /> must: <br /> - Be in conformance with the Orange County <br /> Land Use Plan. <br /> - Be outside a protected watershed or where <br /> proposed to be within a protected watershed. <br /> be able to show the proposed development is <br /> compatible with maintaining water quality. <br /> - Have the proper zoning at the proposed site. <br /> - Improve job opportunities available to <br />
