4 <br /> 084 <br /> (j) No permitted use in any district shall <br /> discharge any waste contrary to the provisions <br /> of G.S. 130-160 . (Z0-6 .14.10) <br /> (k) No permitted principal use. special use or <br /> accessory use shall discharge into the OWASA. <br /> Durham or Hillsborough sewage treatment <br /> facilities any waste that cannot be treated by <br /> biological means. (Z0-6 .14 .10) <br /> (1) Ground absorption systems with a design <br /> capacity of 3.000 gallons per day or more and <br /> package treatment plants for sanitary sewage <br /> disposal are expressly , prohibited in the <br /> Agricultural Residential (AR) and Rural Buffer <br /> (RB) districts as shown in the Land Use Plan <br /> except as may be approved through a Special <br /> Use Permit or a Planned Development District. <br /> (Z0-6 .20) <br /> (4) Delineation of Water/Sewer Service Districts. <br /> The Planning Board recommends that Orange County <br /> immediately establish as a matter of policy that it <br /> will not approve any development project to be <br /> supplied by water and/or sewer service unless <br /> located in a water/sewer service district <br /> incorporated into the Land Use Plan and appropriate <br /> ordinances. following public hearing and citizen <br /> comment. <br /> The Planning Board further recommends that, except <br /> in emergency situations, Orange County neither fund <br /> nor support extensions of public or private <br /> water/sewer services outside service areas adopted <br /> as part of the Land Use Plan. Furthermore. where <br /> County funds are used. in whole or in part, to <br /> finance extensions of such services, it shall <br /> retain some authority to determine the disposition <br /> of utility services provided. <br /> These recommendations are based on and in support <br /> of the following goals: <br /> (a) Provide water and sewer lines in those areas <br /> which can be practically and efficiently <br /> served by these facilities. (LUP) <br /> (b) Develop and implement a cooperative joint <br /> planning process among the County, its <br /> municipalities, surrounding jurisdictions and <br /> utility providers responsible for water and <br /> sewer lines to guide the extension of lines in <br />
