082 2 <br /> County. to protect those areas from adverse <br /> development impacts and to insure that <br /> inappropriate restrictions are not placed on a <br /> large population of the land area and land <br /> resources of the County. (LUP) <br /> (b) Adopt and implement policies which specify <br /> land use patterns and intensities of develop- <br /> ment in water supply watersheds and water <br /> quality critical areas that will minimize <br /> potential adverse impacts on water quality. <br /> (LUP) <br /> (c) Support programs which help to protect water <br /> quality. such as the Soil Conservation Service <br /> and Sedimentation and Erosion Control <br /> Programs. (LUP) <br /> (d) Encourage efforts to monitor the quality of <br /> water in Orange County streams. (LUP) <br /> (3) Sewage Disposal/Alternative Systems. <br /> To insure adequate and appropriate sewage disposal <br /> facilities for all current and future residents, <br /> the Planning Board recommends that the use of <br /> private community treatment systems be discouraged <br /> as a means of sewage disposal throughout Orange <br /> County, and that they be allowed only in situations <br /> where clustering is followed and/or only through <br /> Special Use Permit or Planned Development approval <br /> procedure. <br /> To provide for the protection of designated water <br /> supply watersheds. the Planning Board recommends <br /> that Orange County establish and fund, in coordina- <br /> tion with other agencies, a program of monitoring <br /> water quality in Orange County streams. <br /> Furthermore. Orange County should establish an on- <br /> site wastewater treatment inspection program within <br /> the portions of water supply watersheds designated <br /> Water Quality Critical Areas. <br /> To provide for and assist in the implementation of <br /> the above recommendations. the Planning Board <br /> recommends that the County staff be directed to <br /> identify the type of sewage disposal facilities <br /> appropriate for an area as a function of the <br /> magnitude of present and future demand; the <br /> distribution of users; and the capacity of the <br /> natural environment to absorb the impact. <br /> These recommendations are based on and in support <br /> of the following goals: <br />
