Where a project is approved but funding is not <br /> immediately available. it will be placed on a priority <br /> waiting list based on its approval date. <br /> GOAL V - FINANCIAL PARTICIPATION <br /> ESTABLISH A BASIS FOR ORANGE COUNTY'S PARTICIPATION IN THE <br /> FINANCING OF WATER AND/OR SEWER SERVICES AND FACILITIES. <br /> General Policies <br /> 1. Orange County' s investment is restricted to and where it <br /> issues its bonds for projects which have a relation to <br /> safeguarding the public health. safety and general <br /> welfare. Orange County will not participate in projects <br /> which will benefit exclusively private interests. Public <br /> expenditures shall further be limited to projects in <br /> approved service areas (Ten and Twenty-Year Transition <br /> Areas designated on the Land Use Plan) and/or for which <br /> which there is County funding responsibility. <br /> 2. Upon a decision by the Board of Commissioners that <br /> funding for a project is available and that criteria for <br /> approval have been met. the basis for County <br /> participation shall be on a pay-back basis. <br /> 3. Water and/or sewer extensions for the purpose of <br /> addressing a public health hazard may be financed by <br /> the following means: <br /> a. Revolving fund; <br /> b. State/Federal grants and loans; and/or <br /> c. General Fund and Enterprise Fund contributions. <br /> (Includes both capital and operating funds) <br /> General Fund contributions. both capital and operating, <br /> will be used only if funding cannot be obtained from <br /> other sources. <br /> 4. Water and/or sewer extensions for economic development <br /> purposes or for the development/expansion of a County- <br /> owned system may be financed by the following methods: <br /> a.
