077 <br /> GOAL IV - COUNTY INVOLVEMENT <br /> ESTABLISH A BASIS FOR ORANGE COUNTY' S INVOLVEMENT IN THE <br /> PROVISION OF WATER AND/OR SEWER SERVICES AND FACILITIES <br /> General Policies <br /> 1. Water and sewer utilities extended to a development <br /> shall be based on good engineering practice and shall be <br /> determined by the long-range plans of the utility system <br /> to which they are connected. Utility extensions will be <br /> considered by the County in conjunction with assessments <br /> of potential growth and service need in the area. <br /> 2 . Eligible project expenses include engineering studies, <br /> easement acquisition, water and sewer lines including <br /> pipe and ancillary equipment such as water pumps, sewer <br /> pumps, valves, pump houses, fire hydrants, and water and <br /> sewer treatment plants as well as the actual <br /> construction of these utilities. <br /> 3 . Major water and sewer utilities will be funded to a <br /> reasonable point along the property line of an approved <br /> project, within the limitations of available funds. <br /> Major water and sewer extensions are defined as projects <br /> where pipe sizes greater than eight (8) inches in <br /> diameter are extended more than 750 feet beyond existing <br /> facilities. <br /> 4. Water and sewer utilities must be built to the standards <br /> and specifications of the municipality, private <br /> association or water or sewer authority to whose system <br /> they are connected. <br /> 5 . Where a public facility is to be served, advance <br /> approval of the Board of Commissioners on the siting of <br /> the facility and County participation shall be obtained. <br /> The extent of County involvement shall be limited in <br /> such instances to the extent that the facility will <br /> benefit the residents of Orange County. <br /> 6. Orange County shall have title to any water and sewer <br /> utilities which it funds; provided, however, such title <br /> shall only be required where water/sewer lines are <br /> extended beyond the existing utility service area of a <br /> municipally or publicly-owned system. Where County <br /> funding for projects outside an existing utility service <br /> area are repaid, title to the water and sewer utilities <br /> shall be granted to the municipal or public system. In <br /> the latter case, the County may attach conditions to the <br /> transfer of title which require that connections and/or <br /> uses must be limited in such a manner to be consistent <br /> with the Land Use Plan. <br /> Application Policies <br /> 1. A request for funding water and sewer utilities may be <br /> made by any individual, agency or corporation or any <br /> municipality within Orange County; provided. however, <br />
