development project would require water and/or sewer <br /> permits granted by a local. State or Federal agency. <br /> that agency shall officially approve by certificate or <br /> permit the development project. <br /> a. Plans for a proposed public or community sewage <br /> system shall be approved by the Health Department <br /> Director or the Division of Environmental <br /> Management of the N.C. Department of Natural <br /> Resources and Community Development, whichever is <br /> appropriate. <br /> Said system shall be completed according to the <br /> approved plans. provided that where said <br /> improvements are to be installed or constructed <br /> subsequent to the approval of a final subdivision <br /> plat. special use permit or planned development. <br /> plans and specifications for said improvements <br /> shall be approved by the appropriate agencies and <br /> references to said improvements shall be made a <br /> part of the final plat or permit. <br /> b. Plans for proposed public or community water supply <br /> systems shall be approved by the Health Department <br /> Director or by the Division of Health Services of <br /> the N.C. Department of Human Resources, whichever <br /> is appropriate. The requirements for the approval <br /> of plans are the same as for proposed public or <br /> community sewage systems above. <br /> Extension Policies <br /> 1. Urban service areas for Chapel Hill. Carrboro. <br /> Hillsborough. Mebane. Durham and the service area of the <br /> Orange-Alamance Water System should be established which <br /> correspond with Urban. and Ten and Twenty-Year <br /> Transition Areas as identified in the Land Use Plan. <br /> Water and sewer lines should be directed to those areas <br /> which contain and are appropriate for higher density <br /> levels of residential. commercial and industrial <br /> development. <br /> 2. The extension of public and/or private water and sewer <br /> services in areas designated Water Supply Watershed. <br /> Water Quality Critical Area and Rural Buffer in the Land <br /> Use Plan shall be prohibited except to address public <br /> health emergencies and hardships solely the result of <br /> the inability to use the land proposed to be served by <br /> said services. <br /> 3 . Development projects to be supplied by public and/or <br /> private water and/or sewer service will not be approved <br /> unless located in Urban. and Ten and Twenty-Year <br /> Transition Areas as designated in the Land Use Plan or <br /> unless service is available through a water and/or sewer <br />
