074 <br /> 4 <br /> remain rural in character, will not require urban <br /> services and will maintain farming or rural non-farm <br /> residential development as the most appropriate land <br /> use. <br /> 5 . Land in areas suitable for low-density residential <br /> development but not suited for agricultural uses, that <br /> is is not dependent on urban services and to which urban <br /> services will not be extended within the next twenty <br /> years should be designated as Rural Residential in the <br /> Land Use Plan. <br /> 6 . Land in areas where the prevailing land use activities <br /> consist of agricultural and forestry and which should <br /> continue in these uses should be designated as <br /> Agricultural-Residential in the Land Use Plan. <br /> Bervice Capability/Capacity Policies <br /> 1. In Urban. and Ten and Twenty-Year Transition Areas as <br /> designated in the Land Use Plan. public and/or private <br /> water and sewer lines should exist at the site or be <br /> assured of installation as part of the development <br /> process prior to the approval of any development <br /> project. <br /> "Assured of installation" shall mean that the <br /> municipality. private association or water or sewer <br /> authority to whose system the development project is to <br /> be connected has reviewed and approved preliminary plans <br /> for proposed water and/or sewer lines. the adequacy of <br /> the existing system(s) to which the connection(s) will <br /> be made. the capacity of existing water and/or sewer <br /> treatment facilities. and the method of funding proposed <br /> extensions of water and/or sewer lines. <br /> Following review and approval of preliminary plans. the <br /> board of directors or governing board of the <br /> municipality, association or authority must have <br /> approved. through formal resolution or other agreement, <br /> the provision of water and/or sewer service to the <br /> development project. Such approval may be contingent <br /> upon the developer submitting final construction plans <br /> for review and approval to the municipality. association <br /> or authority as well as appropriate State and/or Federal <br /> agencies. <br /> "Development process" shall mean the commencement of <br /> construction on the development project. <br /> 2.
