Ground absorption systems with a design capacity of <br /> 3,000 gallons per day or more and package treatment <br /> plants for sanitary sewage disposal are expressly <br /> prohibited in the Agricultural Residential (AR) , <br /> Rural Buffer (RB) , Water Supply Watershed (PW-II) , <br /> and Water Quality Critical Area (WQCA) districts as <br /> shown in the Land Use Plan except as may be <br /> approved through Special Use Permit or Planned <br /> Development approval procedures. <br /> 3 . The responsibilities and duties adjunct to the operation <br /> and maintenance of package sewage treatment plants <br /> should be specified as a requirement to the permitting <br /> process for such facilities in the Subdivision <br /> Regulations and/or Zoning Ordinance. <br /> GOAL III - URBAN DEVELOPMENT <br /> ESTABLISH AN URBAN DEVELOPMENT PATTERN COMPATIBLE WITH THE <br /> GOAL OF DIRECTING URBAN GROWTH TO AREAS WHERE IT IS DESIRABLE <br /> AND CAN BE PRACTICALLY AND EFFICIENTLY SERVED BY WATER AND <br /> SEWER FACILITIES. <br /> General Policies <br /> 1. A cooperative joint planning process should be developed <br /> and implemented among the County, its municipalities, <br /> surrounding jurisdictions and utility providers <br /> responsible for water and sewer lines to guide the <br /> extension of lines in accordance with the land use plans <br /> and policies of the affected jurisdictions. <br /> 2. Land in areas changing from rural to urban in character <br /> and which could reasonably be developed to accommodate <br /> urban-type densities should be designated as Transition <br /> Areas in the Land Use Plan. Such lands are currently but <br /> not completely served by urban systems such as water and <br /> sewer lines. Transition Areas should be further <br /> classified into Ten and Twenty-Year areas to reflect the <br /> most appropriate sequence of development as the areas <br /> change from rural to urban and services are extended. <br /> 3 . Intensive land uses should be directed to Transition <br /> Areas and away from areas which are suitable for <br /> continued agricultural uses and which are protected as <br /> Water Supply Watersheds and Water Quality Critical <br /> Areas. <br /> 4. Rural. low-density land surrounding Urban Areas. but <br /> beyond the Transition Areas. should be designated as <br /> Rural Buffer in the Land Use Plan. These areas will <br />
