070 presented to the Planning Board on June 9, 1987. The <br /> Planning Board approved the proposed water/sewer policy <br /> with only minor wording changes. The Planning Board Chair <br /> subsequently recommended that a public hearing be held on <br /> the proposed policy to receive utility provider and citizen <br /> comment. Another purpose was to incorporate the proposed <br /> policy into the Land Use Plan. <br /> The proposed Water/Sewer Policy has been discussed by the <br /> Board of Commissioners at its August 18, September 8 and <br /> October 20 meetings. At the October 20, 1987 meeting, the <br /> Board of Commissioners gave the Administration direction in <br /> terms of financial participation by the County in <br /> water/sewer extension projects. Subsequent to the meeting, <br /> the proposed Water/Sewer Policy was drafted in "policy" <br /> format. <br /> A major difference in the original policy and the revised <br /> version involves the organization and presentation of the <br /> policies. Five major goals are proposed, divided into <br /> general and specific topic areas. The goals and objective <br /> topics are as follows: <br /> I. Water Supply <br /> a. General Policies <br /> b. Watershed Protection Policies <br /> II. Sewage Disposal <br /> a. General Policies <br /> b. Alternative Systems Policies <br /> III. Urban Development <br /> a. General Policies <br /> b. Service Capability/Capacity Policies <br /> c. Extension Policies <br /> IV. County Involvement <br /> a. General Policies <br /> b. Application Policies <br /> c. Project Selection Policies <br /> V. Financial Participation <br /> a. General Policies <br /> b. Access and Availability Fee Policies <br /> Following the editing procedure, it became evident <br /> that the proposed policy was quite different in <br /> format than that originally approved by the Planning <br /> Board. For this reason, the revised proposal was <br /> presented again to the Planning Board at its <br /> November 16, 1987 meeting. The Board approved the <br /> policy with minor revisions. These have been <br /> incorporated into the attached document. <br /> RECOMMENDATION: The Administration recommends that the Board receive the <br /> proposal as information and schedule a public hearing on the <br /> proposed water/sewer policy for December 15, 1987. <br />
