The total acreage of the tract is 164.20 <br /> acres, with 21 acres proposed for division. The developer is <br /> proposing twelve (12) lots with an average lot size of 1.5 <br /> acres. Public streets (Downs Drive and Rosena Court) are <br /> proposed, constructed to State standards. The property is <br /> zoned Agricultural Residential (A-R) and designated <br /> Agricultural Residential in the Orange County Land Use <br /> Plan. <br /> All agencies have reviewed the preliminary plan. The N.C. <br /> Department of Transportation indicated a need to submit a <br /> complete set of construction plans for review. <br /> Construction plans would be submitted to and approved by <br /> NCDOT prior to final plat approval. <br /> At its November 16, 1987 meeting, the Planning Board <br /> recommended approval of the preliminary plat for Phase I of <br /> Highland Downs subject to the following conditions: <br /> 1. Lots 1 and 12 must receive access from Downs Drive. <br />
