equitably allocate the limited resources of the region while <br /> additional supplies are obtained. <br /> In the longer term, a county water and sewer organization <br /> should ion enlarge its water resources planning functions to include <br /> educat and watershed protection throughout the county. Ground <br /> water protection and private sewage systems also need attention as <br /> soon as it could be given. <br /> B. Operation of Lake Orange and the Efland Sewer <br /> Another broad area of responsibility for the county <br /> ag enc y relates to the county-owned sewer line now being installed <br /> in the Efland area. This is an area that has been designation on <br /> the land use plan for growth to urban densities, but which is <br /> poorly served by sewer at this time. The line now under <br /> construction will alleviate the immediate health problems in the <br /> area, but at considerable and continuing cost to the taxpayers. A <br /> plan to serve the needs more adequately and more equitably is <br /> needed. This will require coordination with the town of <br /> Hillsborough which owns the sewage treatment plant to which this <br /> line connects. Other areas of the county, for instance near the <br /> intersection of ` <br /> -ES and NC-B6, may also eventually require county <br /> involvement in sewer expansion and operation. Continuing county <br /> activity in monitoring the flow in the Eno River and in releasing <br /> water from Lake . Orange is expected. This is now handled <br /> personally by an Assistant County Manager, but as the tasks become <br /> more routine, they should be delegated to the staff of a water and <br /> sewer department. <br /> 28 <br />
