II• Duties <br /> The county organization would be asked in the beginning to <br /> pursue a definite set of goals on behalf of the citizens. These <br /> derive from needs which are poorly addressed by the mechanisms <br /> which we now have in place. They may be broken into several <br /> categories for consideration: <br /> A. Water Resources Planning <br /> Two areas of long-term planning are of immediate concern: <br /> A new reservoir in the upper Eno watershed must be planned in <br /> detail , and the necessary land accuisitions begun. Its <br /> integration with the land use plan is essential with respect to <br /> watershed protection, economic development and recreational <br /> facilities. Simultaneously, this county agency needs to negotiate <br /> with neighboring jurisdictions to establish our place in the <br /> regional system that is beginning to emerge. These negotiations <br /> should result in viable interconnections of our lines with Mebane <br /> and Graham on the west, with Durham on the east, and with Chatham <br /> County on the south. our role in the ultimate allocation of water <br /> from Jordan Lake and, in measure, to insure its purity should be <br /> guaranteed. <br /> Cf 'possibly immediate concern is the re-Presentation of the <br /> county in negotiations with the state government relating to the <br /> capacity use designation of the zipper Eno watershed. 'Whether or <br /> not this area is so designated, this agency should be <br /> responsible for putting into place operating procedures to <br /> 27 <br />
